Phase 2 of the Cambridge Road Estate in Norbiton has planning approval: 383 homes, 94 for council rent, a neighbourhood green and about 100 new trees.

The second phase of the Cambridge Road Estate rebuild in Norbiton has planning approval. It will bring 383 new homes, of which 94 will be council rent homes.

Kingston Council and its building partner, Countryside Partnerships, part of the Vistry Group, announced the approval on 26 October. About 135 households have already moved into new council homes built in the first phase.

What Phase 2 includes

The council’s announcement lists:

  • 383 new homes, 94 of them for council rent
  • a new neighbourhood green with seating and play
  • about 100 new trees
  • more than 2,000 square metres of play space
  • more than 700 cycle spaces and around 120 parking spaces
  • air source heat pumps and solar panels

The announcement does not say what the other 289 homes will be, or how many will be for sale. That split will be in the approved plans.

Which part of the estate it covers

Phase 2 was approved as a reserved matters application, reference 25/02075/ARM. That is the detailed design for a phase that already had outline permission. The whole masterplan won a hybrid permission in July 2022 (reference 20/02942/FUL), with full plans for Phase 1 and outline plans for Phases 2 to 5. The estate’s own Phase 2 page sets out that history and links to the application on the council’s planning register.

The regeneration map shows Phase 2 on the western side of the estate, between Portman Road and Washington Road. Blocks inside its boundary include:

  • Chippenham
  • Burwell
  • Caldecote
  • Fordham
  • Westwick
  • Connington

The council’s planning register could not be reached on 28 October, so we have not been able to read the decision notice or its conditions. The council has not given a start date for building work.

How it fits the whole scheme

The full rebuild will deliver 2,170 homes in five phases. The first residents moved into Daisy Court in May. At the time, the council said the scheme would include 1,148 affordable homes, 974 of them council homes.

That council home figure has grown. When building started in 2023, the council put it at 767 council homes, 114 more than were then on the estate.

Councillor Emily Davey, the council’s portfolio holder for housing, said the permission was “another important step towards turning those commitments into homes and a stronger community”.

Nick Churcher, regional managing director for Vistry, called it “another significant step forward in the transformation of the Cambridge Road Estate”.

The approval was announced 12 days after the housing regulator graded the council C3 for its landlord services, largely because it had surveyed the condition of only 15% of its homes.
